A community effort to stop PGE's construction of new 100' high voltage lines along Stafford Road

On March 26th Clackamas County ruled that PGE did not meet the requirements to comply with the Non Conforming rules and as a result denied their permit application. After almost 2 years and a considerable amount of funds and effort by Save Stafford Road (SSR), we have finally achieved our first goal. PGE has until Monday April 7th to appeal this decision to the county’s Hearing Officer but based upon the very thorough response by the county in evaluating PGE’s application it would appear that there is little opportunity for a reversal of this decision. This is a very huge ruling as it sets a precedent for future land use rulings.
However, we did get bad news today, March 28th that the PUC (Public Utility Commission) has granted PGE a Convenience and Necessity (CPCN) permit even though they have never before even allowed a CPCN permit application before a land use permit was ruled upon. SSR is incredulous on this decision as the PUC bent every rule imaginable during this entire process to pave the way for PGE. There are so many incongruities during this entire process that it is very difficult not to feel there have been a number of very politically questionable decisions made by the 3 commissioners. At this point, SSR is evaluating its appeal opportunities and of course we continue to solicit funds to continue our opposition to PUC’s highly questionable ruling.
The net-net to all of this is PGE can issue Advanced Possession of homeowners’ properties but without a land use permit PGE is not legally allowed to start any construction on easement properties. SSR remains committed to fighting this destruction of Stafford Road.
PGE is planning to construct a new 115kV high voltage power line from the Rosemont substation along Stafford Road to the new Tonquin substation (Rosemont-Wilsonville line). Their projected February 2024 date to break ground has been pushed back to 2025 due to our community's continuing efforts, but we will fight back until the project is moved or cancelled. The poles will be 100 feet tall and many trees will have to be removed or butchered in order for this plan to go forward. We, the community members of the Stafford Road area, are deeply opposed to this plan and are organizing our resources to fight the current plan and help find an alternative. We refuse to accept that the best way to provide power to a growing area is with outdated, hazardous technology.
PGE has only notified people with poles on their property. Many of your neighbors don't even know this is happening. Tell them!!!
Right now, our goal is to slow this down and get some answers. Please write to or call your elected representatives to make sure PGE is being held accountable to the public!
Overhead lines break in storms. Storms are getting more frequent. One broken high voltage line can ignite the whole hill and we won't be able to put it out. We need a comprehensive fire mitigation plan.
Re-routing the lines along I-205 and I-5 is a mere half mile longer. Burying lines is by PGE's own admission the way of the future. We are gathering facts daily and need expert (non-PGE) input. Please help with the research effort.
Many neighbors have nesting bald eagles and peregrine falcons, along with many other species that will be directly impacted by the proposed lines.
